Accessibility Modification Program (AMP)

Income Qualified Program

AMP assists eligible senior homeowners or owner-occupied households with a person(s) with a permanent disability, with incomes of 80% of the Area Median Income or below with accessibility modifications and minor home rehabilitation. Qualifying families can receive up to $15,000 for eligible repairs.

1 person household at or below $29,500
2 person household at or below $33,700
3 person household at or below $37,900
4 person household at or below $42,100
5 person household at or below $45,500
6 person household at or below $48,850
7 person household at or below $52,250
8 person household at or below $55,600

Program Elements

  • Owner-occupants must have resided in home for no less than 18 months. ( NO Land Contracts)
  • Must agree to continue to live in the house for a period of 5 years
  • Eligible properties are single-family homes and duplexes as all the owner resides in one half.
  • Must meet age requirement of 62 or older. Exception may be made if disability is permanent.
  • Household with a disabled member of any age currently receiving Social Security Disability insurance, Supplemental Security Income or reasonable equivalent state or federally funded disability benefits.

Eligible Repairs

  • Ramps
  • Handrails
  • Levered door handles
  • Bathroom modifications: walk/roll-in shower, grab bars toilets/grab bar
  • Kitchen
  • Wheelchair lifts
  • Widened door-ways
  • Other eligible repairs

**Up to 25% of AMP funds may be used for deferred maintenance items, such as roofing, siding, and water heaters.

Neighborhood Impact Program (NIP)

Neighborhood Impact Program is a grant through the Federal Home Loan Bank of Indianapolis. The grant provides up to $7500.00 per qualifying household for eligible repairs to their property. The grant does not have to be repaid if the family continues to live in the house for a period of 5 years.  If the family sells the house they owe the portion equal to the time they did not live there.

NIP assists existing homeowners whose incomes fall at or below the stated amount for their family size. Qualifying families can receive up to $7500.00 for eligible repairs.

Program Elements

  • Existing homeowners with incomes below what is stated above for their family size
  • Owner-occupants must have resided in home for no less 18 months (No Land Contracts )

Eligible Repairs

  • Repair/replacement of existing heating, ventilation, air conditioning
  • Repair/replacement of existing well/septic system
  • Repair/replacement of existing water heater
  • Energy conservation improvements – includes replacement of:
    Windows
    Soffit and Fascia
    Siding
    Roofing
    Gutters
    Downspouts
    Caulking
    Exterior doors
    Weather stripping, attic and wall insulation
  • Improvements for easier accessibility for disabled individuals based on a documented need. Eligible improvements included widening doors for wheelchair access, lowering kitchen cabinets, installing exterior ramps, installing grab bars, etc.

Rehabilitation and repair of systems materials must be of similar quality, like and style.

All repairs must be supported by 2 independent bids.
